in reverse order...

: who in 'authority' may have been vetting flyers and why??

from what i've read... flyers were looked at by local authorities and by the police, and were sometimes vetted in advance of events -- some events were cancelled following the withdrawal of licences because of perceived drug references on the flyers and i think there were also some flyers that had to be withdrawn (but no specific examples spring to mind) -

: why?... ive got one and cant see no reason for it

it's the lines of powdery substance in the bottom left which rumour has it were meant to represent something snortable (despite the fact they're curves rather than lines)

: was this flyer actually banned?

not that i know of

however in Oct 2004, this flyer was put up for sale on eBay at a starting price of 100 quid and was described as being the "very rare banned version" -- it looked to me exactly the same as the 'normal' flyer (which just makes it on to the list of the 50 commonest flyers sold on eBay, and usually goes for between 2.50 and 7.50 in mint condition), but the seller said, "i was told by scott one of the original promotors of universe this was a banned flyer and there was not a lot in circulation because of the cocaine lines" -- the flyer, which was in VG condition, didn't sell the first time round, but was relisted at a lower price and sold for 5.00 the following month (still with the same description)
